Artificial leather materials and products beware of short chain chlorinated paraffins (SCCPs)

recently, in the RApex notification of the non food rapid warning system released by the European Union, five products including cosmetic bags, handbags, wallets, cases and pencil boxes were notified because they contain SCCPs, accounting for 8.93% of the total number of notifications and 14.71% of the total number of products in Chinese Mainland. These five products are all artificial leather materials, and they have been notified by Sweden to automatically process data. The content of SCCPs detected in the notification is 0.13%, 1.0%, 0.2%, 0.18% and 0.5% respectively. The so-called paper tensile strength refers to the maximum tension that can be borne by the paper or paperboard with multiple square air bags in one unit before it breaks. It is prohibited to put and use substances containing SCCPs on the market

chlorinated paraffins (SCCPs) are prepared by the free radical reaction of normal alkanes with different carbon chain lengths or their mixtures with chlorinating reagents (such as chlorine). Due to the ever-changing position of chlorine atoms, SCCPs are extremely complex mixtures composed of thousands of homologues, isomers, enantiomers and diastereomers. According to the chain length, it can be divided into short chain chlorinated paraffins (SCCPs, C10-C13), medium chain chlorinated paraffins (mccps, c14-c17) and long chain chlorinated paraffins (LCCPs, c18-c30). According to the mass fraction of chlorine, it can be divided into 30% - 70%. SCCPs have thermal stability, variable viscosity, flame retardancy, low vapor pressure and other properties. They are usually used as lubricants, plasticizers, flame retardants, as well as additives for rubber, paint, sealant, leather and textile processing agents

sccps is a kind of organic matter with persistence, bioaccumulation, toxicity and long-distance transport ability, which has teratogenic, pathogenic and mutagenic toxicity. SCCPs exist in the environment for a long time. Low concentrations of SCCPs are toxic to aquatic organisms, bioaccumulate wildlife and humans, and pose a risk of pollution to human health and the environment. The European Union included SCCPs in the list of substances of high concern in reach regulation in 2009. On June 20, 2012, the European Union revised directive (EC) no 850/2004 (EU persistent organic pollutants (POPs) directive), SCCPs were identified as persistent organic pollutants and added to the list of substances prohibited by EU pop regulations, and the scope of restriction was extended to all articles. Since January 11, 2013, the EU has banned the use of SCCPs in all goods

in this regard, Changzhou import and export inspection center (dptc) reminded relevant enterprises: first, we should master the laws and regulations related to leather material products in detail, especially for products exported to Europe, we should focus on EU laws and regulations such as reach regulations; Second, we should improve the leather processing technology and processing technology, and avoid the use of treatment agents and Flame Retardants Containing restricted substances; Third, we should establish and effectively operate a quality management system, design and develop leather products in strict accordance with EU regulations, and strengthen risk analysis and control through testing to improve product quality
